I. OVERVIEW

WHAT TO DO IF YOU ARRIVE AT THE SCENE FIRST.

 

Make a brief (30 to 60 sec.) assessment of the situation before contacting Dispatch.  If injuries are present call 911 first then contact Dispatch and ask for permission to speak with Medical.

 

If there are no injuries please provide the following information to Dispatch:

  • Your Exact Location
  • Nature of the situation
  • If Vehicles are involved - number and type:  (Bikes, Autos, Trucks)
  • Do you require police assistance?
  • Are there any Hazards on the scene?

Dispatch will notify the appropriate MS Staff member for resolution of the situation.

 

If there are injuries please provide the following information to Medical:

  • Your Exact Location
  • Nature of the situation
  • Confirmation of contact with 911
  • Number of injured and severity – i.e. unconscious, alert, bleeding etc…
  • If Vehicles are involved – was the incident Bike/Bike, Auto/Bike, Truck/Bike, Bike Person
  • Are members of the Tour Medical team present?

 

Medical will work with Dispatch and MS Staff to provide the following where appropriate:

  • Additional Medical Teams
  • Ambulances – in conjunction with local authorities
  • Incident Response Team consisting of MS Staff
  • SAG Vehicles
  • If participant is transported to a local hospital MS Staff will meet the participant at the hospital
  • Other special needs, personnel, supplies or equipment as needed

 

 

 


 

II. INJURIES/MULTIPLE INJURIES

 

MS STAFF

Event Manager/Incident Response

Once you have been notified by Dispatch of a situation involving injuries or multiple injuries:

  • Report to Dispatch if at Kaneland or the satellite Command Center if at NIU
  • Work with Medical to determine appropriate level of response.  Bring in Executive Team as necessary
  • Contact local authorities – Police, Fire
  • Contact Staff on route – Incident Response Team and Media Team - and dispatch to the scene.
  • If situation requires transport dispatch MS Staff member to local hospital to meet ambulance and provide assistance.
  • Work with Shuttle Coordinator in getting buses onto route if needed
  • Make sure that cyclists still on the route are supported.
  • Contact appropriate National MS Staff/Directors if and when needed.
  • If situation requires route closure ensure MS Staff on route are in place to ease situation
  • Keep in touch with Medical and all involved Staff for latest information

 

SAG VEHICLES

SAG LEAD

Once you have been notified by Dispatch of a situation involving injuries or multiple injuries:

  • Keep your Team’s Safety in mind at all times!
  • Identify the locations of all SAG vehicles and what space they have available.  Provide this information to Dispatch.
  • Once you have received Specific Instructions from Dispatch -  Contact and Dispatch appropriate SAG vehicles as requested/needed for the transport of cyclists, and possibly bicycles.  If there is a large number of cyclists to transport the Bike Transport truck will be dispatched to the location.
  • Redistribute your vehicles to cover the remainder of the of the Tour route.
  • Keep track of location of SAG Vehicles for most efficient use of assets
 
MOTORCYCLE SUPPORT TEAM

MOTOR LEAD

Once you have been notified by Dispatch of a situation involving injuries or multiple injuries:

  • Keep your Team’s Safety in mind at all times!
  • Identify the locations of all Moto Safety team members.  Provide this information to Dispatch.
  • Once you have received Specific Instructions from Dispatch…Contact and Dispatch Motorcycle Support Team members as needed/requested to assist with control of cyclists and motor vehicle traffic.  Remember only Local Law Enforcement are allowed to direct vehicle traffic.  Local Law Enforcement will be contacted to assist in this matter.
  • Redistribute your team to cover the remainder of the of the Tour route.
  • Keep track of location of vehicles for most efficient use of assets
 

 
NET CONTROL

Once you have been notified by First on Scene of a situation involving injuries or multiple injuries:

  • Notify MS Staff – Event Manager and Incident Response
  • Notify Motor Lead, SAG Lead and Rest Stop Coordinators of the incident.  Provide basic details and request information as noted above.  Let them know Medical and MS Staff have been notified and to await further instructions.
  • Assist MS Staff with contacting local authorities as requested
  • Keep the Net running smooth and efficient.  This is the time that we need your skills the most

 

REST STOP TEAM CAPTAIN

Once you have been notified by Dispatch of a situation involving injuries or multiple injuries or if an incident occurs at your Rest Stop:

  • Remain calm and keep your Team’s safety in mind at all times
  • Contact the Medical Team at your Rest Stop and inform them of the incident
  • **If No Medical Team at your location, contact Dispatch and provide all necessary information
  • Assist Medical Team by keeping control of Rest Stop until additional help arrives
  • If possible and needed, keep bystanders and traffic clear of incident
  • Be prepared to support Response Teams if incident is of significant size

 

MEDICAL

Once you have been notified by Dispatch or First on Scene of a situation involving injuries or multiple injuries ensure you have the following information:

  • Exact Location
  • Nature of the situation
  • Confirmation of contact with 911
  • Number of injured and severity – i.e. unconscious, alert, bleeding etc…
  • If Vehicles are involved – was the incident Bike/Bike, Auto/Bike, Truck/Bike, Bike Person
  • Are members of the Tour Medical team present?
  • Are there any Hazards that may be present
  • What additional resources are needed (Medical Teams, Ambulances, Fire, Police, Aero-Medical)
  • Ask if “START” TRIAGE has begun
  • Is the Medical Director’s presence required on scene?
  • See what Teams have arrived on the scene
  • Check to see if Treatment/Transport Sectors have been set up
  • Check on Status of TRIAGE
  • See if there is any update on Numbers and Severity
  • See if there is any update on needed resources
  • Will Aero-Medical be needed?
  • If requested, call appropriate Aero-Medical Transport and put on standby or dispatch as needed
  • Provide MS Staff with most up-to-date information

THREATENING WEATHER GUIDELINES

(T-Storm Watch & Warning & Tornado Watch)

 

MS STAFF

Event Manager/Incident Response

Once you have been notified by Dispatch of a situation involving threatening weather:

  • Report to Dispatch if at Kaneland or the satellite Command Center if at NIU
  • Work with Dispatch to determine severity of weather.  Bring in Executive Team as necessary
  • Contact local authorities – Police, Fire
  • Contact relocation site(s) to alert them to situation
  • Contact Staff on route – Incident Response Team and Media Team – and alert them to the situation.
  • Work with Shuttle Coordinator in placing shuttle buses alert if needed
  • Make sure that cyclists still on the route are supported.
  • Contact appropriate National MS Staff/Directors if and when needed.
  • If situation requires route closure ensure MS Staff on route are in place to ease situation
  • Implement relocation plan  
  • Keep in touch with Medical and all involved Staff to prepare for weather related medical situations

 

SAG VEHICLES

SAG LEAD

Once you have been notified by Dispatch of a situation involving threatening weather:

  • Keep your Team’s Safety in mind at all times!
  • Identify the locations of all SAG vehicles and what space they have available.  Provide this information to Dispatch.

·         This is strictly an Alert Phase, not one for action.

  • Once you receive Specific Instructions from Dispatch to act -  Contact and Dispatch SAG vehicles as needed for the transport of cyclists, and possibly bicycles.  Shuttle busses and the Bike Transport truck will be dispatched to assist in clearing the route.
  • Keep track of location of SAG Vehicles for most efficient use of assets

 

MOTORCYCLE SUPPORT TEAM

MOTOR LEAD

Once you have been notified by Dispatch of a situation involving threatening weather:

  • Keep your Team’s Safety in mind at all times!
  • Identify the locations of all Moto Safety vehicles.  Provide this information to Dispatch.

·         This is strictly an Alert Phase, not one for action.

·         Once you receive Specific Instructions from Dispatch to act - Contact and Dispatch Motorcycle Support Team members as needed/requested to assist with control of cyclists.

·         If rain is already present, advise all MST members to exit route and seek shelter.  Hazard to MST is too high.

·         Keep track location of vehicles for most efficient use of assets and for safety follow up.

 


 

NET CONTROL

YOU WILL NEED TO STAY CURRENT ON THE WEATHER SITUATION ON AND AROUND THE ROUTE.  YOU WILL HAVE THE BEST SOURCE OF INFORMATION.  MAKE NWS CONTACTS AND KEEP INFORMED. 

Once you have determined that there is the possibility of threatening weather:

·         Notify MS Staff – Event Manager and Incident response

·         Alert SAG, Moto Safety and Rest Stop Coordinators to the possibility of threatening weather Provide basic details and request information as noted above.  Let them MS Staff have been notified and to await further instructions.

  • Assist MS Staff with contacting local authorities as requested

·         Keep Administrative Net as clear as possible

·         Notify affected Rest Stops.

·         Keep the Net running smooth and efficient.  This is the time that we need your skills the most.

 

 

REST STOP TEAM CAPTAIN

Once you have been notified by Dispatch of a situation involving threatening weather:

·         Keep your team’s safety in mind at all times!

·         This is an alert phase only.

·         If instructed, pack up Rest Stop and prepare for closure.

 

 

REST STOP COORDINATOR

Once you have been notified by Dispatch of a situation involving threatening weather:

·         This is an alert phase only.

·         Keep in touch with Dispatch and be prepared in case of route closure.

·         Be prepared in case of early shutdown of Rest Stops.

 

MEDICAL

Once you have been notified by Dispatch of a situation involving threatening weather:

·         Notify all route Medical teams.

·         In the event of route closure and/or relocation prepare medical teams for weather related medical situations and satellite medical set-ups.

 

 

 

 


SEVERE WEATHER

(Rain w/ Lightning, Heavy Rain, or Tornado Warning)

 

MS STAFF

Event Manager/Incident Response

Once you have been notified by Dispatch of a situation involving Severe weather:

  • Report to Dispatch if at Kaneland or the satellite Command Center if at NIU
  • Work with Dispatch to determine severity and location/speed of weather.  Bring in Executive Team as necessary
  • Contact local authorities – Police, Fire
  • Contact relocation site(s) to alert them to situation
  • Contact Staff on route – Incident Response Team and Media Team – and alert them to the situation.
  • Work with Shuttle Coordinator in placing shuttle buses alert if needed
  • Make sure that cyclists still on the route are supported.
  • Contact appropriate National MS Staff/Directors if and when needed.
  • If situation requires route closure ensure MS Staff on route are in place to ease situation
  • Implement relocation plan 
  • Keep in touch with Medical and all involved Staff to prepare for weather related medical situations

 

SAG VEHICLES

SAG LEAD

Once you have been notified by Dispatch of a situation involving Severe weather:

  • Keep your Team’s Safety in mind at all times!
  • Identify the locations of all SAG vehicles and what space they have available.  Provide this information to Dispatch.

·         This is strictly an Alert Phase, not one for action.

  • Once you receive Specific Instructions from Dispatch to act -  Contact and Dispatch SAG vehicles as needed for the transport of cyclists, and possibly bicycles.  Shuttle buses and the Bike Transport truck will be dispatched to assist in clearing the route.
  • Keep track of location of SAG Vehicles for most efficient use of assets

 

MOTORCYCLE SUPPORT TEAM

MOTOR LEAD

Once you have been notified by Dispatch of a situation involving Severe weather:

·         Keep your Team’s Safety in mind at all times!

  • Identify the locations of all Moto Safety vehicles.  Provide this information to Dispatch.

·         This is strictly an Alert Phase, not one for action.

·         Once notified by Dispatch that the route is being closed, HAVE ALL MST MEMBERS EXIT ROUTE AND SEEK SHELTER.

·         Keep track of location for safety follow.

 


 

NET CONTROL

YOU WILL NEED TO STAY CURRENT ON THE WEATHER SITUATION ON AND AROUND THE ROUTE.  YOU WILL HAVE THE BEST SOURCE OF INFORMATION.  MAKE NWS CONTACTS AND KEEP INFORMED. 

Once you have determined that there is the possibility of Severe weather:

·         Notify MS Staff

·         Alert SAG, Moto Safety and Rest Stop Coordinators to the possibility of Severe weather. Provide basic details and request information as noted above.  Let them MS Staff have been notified and to await further instructions.

  • Assist MS Staff with contacting local authorities as requested

 

·         Keep Administrative Net as clear as possible

·         Notify affected Rest Stops.

·         KEEP IN TOUCH WITH NWS FOR LATEST INFORMATION AND CHANGES!!!

·         If the route is to be closed.  Do not announce this on the net until instructed to by MS Staff.

·         Keep all the Net running smooth and efficient.  This is the time that we need your skills the most.

 

 

REST STOP TEAM CAPTAIN

Once you have been notified by Dispatch of a situation involving Severe weather:

·         Keep your team’s safety in mind at all times!

·         This is an alert phase only.

·         If instructed, pack up Rest Stop and prepare for closure.

 

 

REST STOP COORDINATOR

Once you have been notified by Dispatch of a situation involving Severe weather:

·         Keep your team’s safety in mind at all times!

·         This is an alert phase only.

·         Get in touch with affected Rest Stops and provide instructions based on information from MS Staff and Dispatch

·         Be prepared in case of early shutdown of Rest Stops.

 

MEDICAL

MED LEAD

Once you have been notified by Dispatch of a situation involving Severe weather:

·         Notify all Route Medical teams

·         Keep up to date regarding progression of threat.

·         If this involves Route Closure, contact all Rest Stop Medical and prepare them for closure.

·         Once all rest Stops are clear of participants move Rest Stop Medical Teams to relocation site to assist with treatment

 

 

 

 


 

WEATHER

-TORNADO TOUCHDOWN W/ INJURIES-

 

MS STAFF

Event Manager/Incident Response

Once you have been notified by Dispatch of a situation involving a tornado:

  • Report to Dispatch if at Kaneland or the satellite Command Center if at NIU
  • Work with Dispatch to determine severity and location of tornado. Determine if there are any injuries.  Bring in Executive Team as necessary
  • Contact local authorities – Police, Fire
  • Contact relocation site(s) to alert them to situation
  • Contact Staff on route – Incident Response Team and Media Team – and alert them to the situation.
  • Work with Shuttle Coordinator in placing shuttle buses alert if needed
  • Make sure that cyclists still on the route are held at Rest Stops and sheltered until threat has moved out of the area
  • Contact appropriate National MS Staff/Directors if and when needed.
  • If situation requires overall route closure ensure MS Staff on route are in place to ease situation
  • Implement relocation plan in affected areas
  • Keep in touch with Medical and all involved Staff to prepare for weather related medical situations
  •  

SAG VEHICLES

SAG LEAD

Once you have been notified by Dispatch of a situation involving a tornado:

·         Keep your Team’s Safety in mind at all times!

  • Identify the locations of all SAG vehicles and what space they have available.  Provide this information to Dispatch.

·         Once you have received Specific Instructions…Once you have determined that your team is not in danger, Contact and Dispatch SAG vehicles as needed for the transport of cyclists, and possibly bicycles.  Shuttle buses and the Bike Transport truck will be dispatched to assist in clearing the route.

·         Keep track of location of SAG Vehicles for most efficient use of assets.

 

MOTORCYCLE SUPPORT TEAM

MOTOR LEAD

Once you have been notified by Dispatch of a situation involving a tornado:

·         Keep your Team’s Safety in mind at all times!

  • Identify the locations of all Moto Safety vehicles.  Provide this information to Dispatch.

·         Most likely you will have your entire team leave the route and seek shelter. 

·         Once you have received Specific Instructions…and conditions allow, Contact and Dispatch Motorcycle Support Team members as needed/requested to assist with control of cyclists and motor vehicles traffic.  Local Law Enforcement will be contacted to assist you in this matter. 

  • Redistribute your team to cover the remainder of the of the Tour route.
  • Keep track of location of vehicles for most efficient use of assets

 

NET CONTROL

Once you have determined that there a tornado has touched down or touch down is imminent:

·         Notify MS Staff – Event Manager and Incident Response

·         Alert SAG, Moto Safety and Rest Stop Coordinators to the situation.  Provide basic details and request information as noted above.  Let them know MS Staff have been notified and to await further instructions.

  • Assist MS Staff with contacting local authorities as requested

·         Keep Administrative Net as clear as possible.

·         Notify affected Rest Stops.

·         KEEP IN TOUCH WITH NWS FOR LATEST INFORMATION AND CHANGES!!!

·         Keep the Net running smooth and efficient.  This is the time that we need your skills the most.

 

 

REST STOP TEAM CAPTAIN

Once you have been notified by Dispatch of a situation involving a tornado or a tornado has touched down at or near your stop:

·         Keep your Team’s Safety in mind at all times.

·         Contact Dispatch and inform them of the situation.

·         Contact the Medical Team at your Rest Stop and inform them of the incident

·         Assist Medical Team by keeping control of Rest Stop until additional help arrives.

·         If possible and needed, keep bystanders and traffic clear of incident.

·         Be prepared to support Response Teams if incident is of significant size.

 

MEDICAL

Once you have been notified by Dispatch or First on Scene of a situation involving a tornado or a tornado has touched down at or near a rest stop ensure you have the following information:

  • Exact Location
  • Nature of the situation
  • Confirmation of contact with 911
  • Number of injured and severity – i.e. unconscious, alert, bleeding etc…
  • Are members of the Tour Medical team present?
  • Are there any Hazards that may be present
  • What additional resources are needed (Medical Teams, Ambulances, Fire, Police, Aero-Medical)
  • Ask if “START” TRIAGE has begun
  • Is the Medical Director’s presence required on scene?
  • See what Teams have arrived on the scene
  • If requested, call appropriate Aero-Medical Transport and put on standby or dispatch as needed
  • Provide MS Staff with most up-to-date information

·         Contact local Hospitals and determine what their capabilities are in both quantity and severity.

·         Contact Local EMS and put them on stand by or activate them as needed..

·         See if there is any update on Numbers and Severity.

·         See if there is any update on Needed Assets.

·         Will Aero-Medical be needed?

·         Advise of Hospitals and what patients they can take.

·         Advise on ETA of responding medical assets.

·         If injured, include Deceased, notify ME, and/or arrange for transport.

·         Set up MASH at scene of hospital if necessary.


 

HOSTILE ACTION

(Action on the route by motorist or local residents that threatens the event participants)

 

MS STAFF

Event Manager/Incident Response

Once you have been notified by Dispatch of a situation involving hostile actions:

  • Report to Dispatch if at Kaneland or the satellite Command Center if at NIU
  • Work with Dispatch to determine severity and location of situation. Determine if there are any injuries.  Bring in Executive Team as necessary
  • Contact local authorities – Police, Fire

·         Contact Staff on route – Incident Response Team and Media Team – and alert them to the situation. Offending parties are not to be pursued or detained other than by Law Enforcement Individuals.

  • Work with SAG lead to move participants past the situation if necessary
  • Work with Shuttle Coordinator in placing shuttle buses on alert if needed
  • Make sure that cyclists still on the route are held at Rest Stops until situation has been resolved
  • Contact appropriate National MS Staff/Directors if and when needed.
  • If situation requires overall route closure ensure MS Staff on route are in place to ease situation
  • Implement relocation plan in affected areas

 

SAG VEHICLES

SAG LEAD

Once you have been notified by Dispatch of a situation involving hostile actions:

·         Keep your team’s safety in mind at all times.

·         Offending parties are not to be pursued or detained other than by Law Enforcement Individuals.

  • Identify the locations of all SAG vehicles and what space they have available.  Provide this information to Dispatch.

·
